Meet Our Team

Robin Ann Neverdon
Founder & Executive Director
Robin Ann Neverdon, Founder and Executive Director of In Our Neighborhood, is a committed leader in women’s recovery, re-entry, and long-term stability. A graduate of Western High School, Robin currently serves as a Baltimore City Women’s Commissioner and holds nine citations and recognitions, including a Governor’s Citation for her extensive community work across Baltimore City. She founded In Our Neighborhood to expand access to transitional housing, mental health support, and economic opportunities for women in need. Robin also serves on two community boards that focus on recovery, homelessness, and life transformation. Her work continues to reflect a deep commitment to advocacy, equity, and service.

Rodney Carr
Board Chairman
Rodney Carr, Founder and Executive Director of the iCARRe Foundation and Co-owner
of Minuteman Press (Columbia MD), is a 1990 graduate of the Baltimore City College
High School, a public magnet high school, nicknamed, “The Castle on the Hill”, nestled
in the heart of East Baltimore City. Shortly after graduating, Mr. Carr entered the United States Army in November of 1990. During his time with the United States Army, he served as a Specialist E-4, and also served in the Gulf War. He is now a Service Connected Disabled Veteran and was honorably discharged in 1993. He started work in the telecommunications industry which lasted for about 25 years. And has served as a AAU baseball and basketball coach for more than 10 years.

Patricia Mackall
Addiction, Counselor, & Recovery Advocate
With a deep rooted passion for helping individuals overcome substance use disorders, Patricia Mackall is a dedicated addiction counselor committed to guiding people towards lasting recovery and a fulfilling life beyond addiction. With years of experience to provide compassionate, client centered support. Patricia understands the complex emotional, psychological, and social challenges that come with addiction. She works closely with individuals to develop personalized treatment, plans, build healthy coping strategies, and connect them with essential community resources. Her mission is not only to help clients’ break free from addiction, but to empower with them to reintegrate into society with confidence and purpose.

Drawing from her experience in recovery and re-entry support, she understands the challenges women face when seeking stability. Her work is rooted in compassion, resilience, and empowerment, ensuring that every woman has access to the resources, housing, and opportunities needed to heal, grow, and thrive.

Our Services

Supportive Housing & Re-Entry
We provide safe, stable housing for women transitioning from addiction recovery, incarceration, or homelessness. Our re-entry support includes case management, life skills training, and access to employment and legal assistance to help women regain independence and reintegrate into their communities.
Mental Health & Recovery Support
Healing starts with mental wellness and emotional support. We offer counseling referrals, peer mentorship, crisis intervention, and recovery programs designed to help women build resilience, overcome trauma, and maintain long-term stability.
Workforce & Economic Empowerment
We equip women with the tools needed for financial independence and career success. Through job readiness coaching, resume building, financial literacy workshops, and homeownership pathways, we help women create long-term stability for themselves and their families.
